The whole time Jason was zipping around, the longer the boss was realizing things weren't working. And they were smart, so they figured they wouldn't be able to easily see what was going on while moving at high speeds.

So, they made a prediction, grabbed onto a nearby piece of railing that connected to the level above, and crawled up. Once Barry was up on the railing, they'd try to get behind them and grab them in a headlock.
